§ 43-6. Authority and duties.

  • A. 
    The Purchasing Agent shall serve as the principal public purchasing official for the County and shall be responsible for the procurement of goods, services, insurance and construction in accordance with this chapter, as well as the management and disposal of supplies.
    B. 
    In accordance with this chapter, and subject to the supervision of the Board of Supervisors, the Purchasing Agent shall:
    (1) 
    Purchase or supervise the purchase of all goods, services, insurance and construction.
    (2) 
    Exercise direct supervision over the County's central store and general supervision over all other inventories of goods belonging to the County.
    (3) 
    Establish and maintain programs for specifications development, contract administration and inspection and acceptance, in cooperation with the department using the goods, services and construction.
    (4) 
    Establish and administer the County's petty cash fund.
    (5) 
    Adopt procedures relating to the execution of his or her duties that are consistent with this chapter.
    C. 
    The Purchasing Agent shall review a list submitted annually by each department head of all surplus, worn-out, or obsolete materials and equipment in department custody. The Purchasing Agent may dispose of surplus property by any lawful means.
