§ 43-1. Purpose.

This chapter constitutes the procurement policy of the County of Shenandoah (the "County"). It is supplemented by certain mandatory provisions of the Virginia Public Procurement Act (the "Act"). This policy is intended to provide for the fair and equitable treatment of all persons involved in public purchasing by the County, maximize the purchasing value of public funds in procurement and provide safeguards for maintaining a procurement system of quality and integrity.
